Red Wing Arts hosted the 17th annual Plein Air Festival in June 2023. Some of the region’s most recognized plein air artists were selected to participate in the community event painting “recognizable Red Wing.”
Red Wing, which sits at the entrance to the Driftless Region, is a stunning place. The charming downtown, dramatic bluffs, rolling hills, vistas and winding rivers define the historic town.

Meet our 2023 Judge, Kathie Wheeler
Kathie Wheeler
Kathie Wheeler is a representational oil painter whose work is inspired by the people and places in her life. She grew up in the Chicago area and studied at the American Academy of Art and now lives on a small farm with her husband in the beautiful Driftless area of Wisconsin.
Kathie is a lifelong student of painting, and she loves to pass on her passion to others. She is a signature member of Oil Painters of America, American Impressionist Society and American Women Artists, and an associate member of the portrait society of America.
